Lack of detail for coal-fired electricity generators a concern: climate change legal expert16 July 2008 The Federal Government's assistance plan for coal-fired electricity generators may cause considerable concern for that industry, according to Allens Arthur Robinson Partner Grant Anderson. Speaking after the release today of the Federal Government's Green Paper on a Carbon Pollution Reduction Scheme, Mr Anderson said the Government's proposal to provide some assistance to existing coal-fired electricity generators through a new Electricity Sector Adjustment Scheme was not yet precisely formulated. 'Instead, the Green Paper simply notes that different delivery mechanisms are likely to be required for the beneficiaries of the scheme, which will include not just electricity generators but also workers in the electricity generation industry and regions that depend on that industry, and that it will be discussing the appropriate form of support with stakeholders,' Mr Anderson said. 'This does leave open the possibility that existing coal fired generators will receive at least some free carbon pollution permits, but the lack of detail at this stage is likely to be of considerable concern to generators.' The Green Paper outlines the Federal Government's plan for an emissions trading scheme for Australia and follows the release on 4 July 2008 of Professor Ross Garnaut's draft report into climate change. Mr Anderson has written a series of articles on emissions trading, which can be accessed at http://www.aar.com.au/pubs/cc/index.htm.
