About Rosannah Healy

Rosannah is a competition and consumer law specialist, handling complex ACCC investigations and merger clearances.

She is a trusted advisor to leading Australian companies in the grocery, retail, telecommunications, healthcare, banking, energy and automotive sectors, among others. She is experienced in conducting compliance audits and developing compliance programs and has particular expertise assisting large consumer facing businesses to effectively manage regulatory risk.

Rosannah is a go to advisor in ACCC market inquiries, acting for major industry participants in the ACCC's Dairy Inquiry, Retail Electricity Inquiry, Residential Mortgage Inquiry, Foreign Exchange Inquiry, Home Loans Inquiry and Perishable Goods Inquiry.   

Rosannah is an active member of the Competition and Consumer Committee of the Business Law Section of the Business Council of Australia, and regularly contributes to law reform and policy.

Rosannah's recent experience includes advising:

  • Coles – on an ACCC investigation into claims made by Coles regarding rebates to be paid to dairy farmers. The matter was resolved administratively.
  • Coles, Australian Energy Market Operator and Australian Energy Council – on seeking ACCC authorisation to enable industry cooperation during the COVID-19 pandemic;
  • Alinta – on an enforceable undertaking with the Australian Energy Regulator to resolve an investigation into breaches of the life support provisions of the National Energy Retail Rules.
  • Vocus – on an ACCC investigation into a claim made by Vocus that its NBN plans were 'perfect for streaming'. The ACCC agreed to settle the matter by way of enforceable undertaking.
  • Sensis – on an ACCC investigation into automatic contract renewal and cancellation processes. The ACCC agreed to settle the matter by way of enforceable undertaking.
  • Zodiac Group – on securing ACCC clearance in respect of the global merger of major pool equipment manufacturers Zodiac and Fluidra. 
  • Steamships Trading Company Ltd – on successfully settling the first competition law proceedings brought by the PNG Competition regulator (ICCC).
  • Major financial institution – on three ACCC market inquiries into foreign exchange,  residential mortgages and home loan pricing.
  • Vocus – on obtaining ACCC clearance for Vocus' acquisition of Nextgen Networks.
  • Royal Dutch Shell plc – on obtaining ACCC clearance for the $98 billion takeover of BG Group plc.
  • Federation Centres – on obtaining ACCC clearance for the merger of property groups Federation Centres and Novion via schemes of arrangement.
  • Coles/Wesfarmers – acting for Coles in relation to the ACCC's investigation and litigation of Coles' dealings with certain suppliers.
