About Rebecca Pleming

Rebecca specialises in providing strategic advice across all facets of environment and planning law and at all stages of a project life-cycle to facilitate the approval and development of infrastructure, retail, commercial, residential and healthcare projects. She is also highly skilled in coordinating consultant teams to achieve development outcomes on complex projects.

For the last three years, Rebecca has been ranked in Chambers Asia Pacific in Environment and Planning Law.  She has also been recognised as a 'rising star' in Doyles Guide.

Her experience extends to the conduct of planning appeals, project challenges, civil enforcement proceedings, criminal prosecutions and land acquisition compensation claims in the NSW Land and Environment Court, NSW Court of Appeal and NSW and ACT Tribunals.

Rebecca also regularly provides advice to clients in relation to:

  • the management of contaminated land, waste and pollution, including environmental licensing requirements;
  • the management of combustible cladding and fire safety within buildings;
  • compliance with planning and environmental laws and potential liability for offences, including during investigations or enforcement action by a regulatory authority;
  • planning approval pathways to facilitate development of land, including strategic advice on the preparation of development applications;
  • the negotiation of voluntary planning agreements with State and Local Government on behalf of developer clients; and
  • infrastructure contributions that may apply to the redevelopment of land.

Rebecca's relevant experience includes advising:

  • Snowy Hydro – on the planning and environmental approvals required to construct and operate the Snowy 2.0 pumped hydro expansion, a declared critical state significant infrastructure project.
  • Qube – in relation to all planning approval and planning compliance aspects of its development of Australia's largest freight infrastructure, being Qube's intermodal development at Moorebank. 
  • AMP Capital – on the strategic planning approval pathway for the $195 million redevelopment of the Macquarie Centre.
  • Coles Group Property Developments – in relation to strategic planning and permitting requirements for numerous mixed use (retail, commercial and residential) development projects in NSW and ACT.
  • Anglican Community Services – regarding the planning approval requirements and available pathways for development of aged care, boarding house and mixed use developments within NSW.  Acting for Anglicare in Class 1 planning appeals in the NSW Land and Environment Court to successfully obtain development consent for various development projects.
  • Bunnings Properties – in numerous planning appeals in the NSW Land and Environment Court to successfully obtain development consent for various development projects.
  • McDonald's Australia Limited – in numerous planning appeals in the Land and Environment Court to successfully obtain development consent for various development projects.

Rebecca is involved in key industry associations including as a committee member of the NSW Environment and Planning Law Association (Inc) and NSW Property Council Retirement Living Committee.
