About Felicity Rourke

Felicity specialises in all aspects of environment and planning practice, which includes providing strategic advice on planning approval pathways, appearing in Court in planning appeals and challenges to statutory approvals, as well as advising on environmental matters. Felicity has guided teams and overseen the planning and environmental aspects of complex projects across a range of sectors including retail, commercial, residential, transport and infrastructure.

During her career Felicity has advised on some of the most iconic projects in NSW. Her work on large and State significant development projects involving sensitive heritage considerations includes:

  • Qube Moorebank Intermodal Terminal – advising since 2012 on all planning, environmental, heritage and contamination aspects of Australia’s largest private freight infrastructure project.
  • AMP Capital – currently advising on the proposed redevelopment of the Macquarie Shopping Centre including in relation to the proposed State and local heritage listing of the Macquarie Ice Rink.
  • Stamford – advising on the proposed redevelopment of the Sir Stamford Hotel in Macquarie Street, which includes the State listed Health Department Building, for residential apartments.
  • Southern Cross Care – currently advising on redevelopment of a site in south-western Sydney, which includes the State heritage listed St John’s Catholic Church – the oldest masonry Catholic church in Australia.
  • Private landowner – advised on heritage and planning aspects of proposed redevelopment of State heritage-listed terraces in Lower Fort St Millers Point.
  • Fox Studios Australia – advised on all planning and heritage law aspects of the redevelopment of the former Royal Agricultural Showgrounds at Moore Park.
