About Jeremy Quan-Sing

Jeremy is a partner in the Disputes and Investigations team and co-head of the Allens International Arbitration group.

Jeremy advises a broad range of clients in the energy, resource and infrastructure sectors, often in relation to high value, complex and strategic disputes. He has extensive experience assisting clients in relation to disputes concerning the construction and development of major projects.  He also advises clients in relation to the asset acquisition, operation and divestment phases of projects.

In addition to his legal qualifications, Jeremy has an honours degree in engineering, which assists him to quickly understand and advise on technical issues.

Jeremy's experience includes:

  • LNG Mega Project – advising project owners in relation to a US$34 billion EPC contract for the construction of onshore LNG processing facilities. This role included acting for the owners in a high value and strategic ICC arbitration seated in Singapore.
  • Chemical Plant – Acting for a global chemical producer in an ICC arbitration seated in London. The arbitration concerned a dispute with the EPC contractor engaged to design, construct and commission a US$1 billion technical ammonium nitrate plant in Western Australia.
  • Post M&A dispute – Acting in an international arbitration subject to SIAC Rules, seated in Australia, in relation to a post M&A dispute. The transaction involved the acquisition of over USD$1billion of offshore oil and gas assets.
  • Defence – Advising a US defence contractor and its subsidiary in relation to a dispute concerning a high value defence contract. The matter concerned an ACICA arbitration seated in Australia.
  • Gas pricing arbitrations – Acting for major domestic gas producer in relation to gas pricing arbitrations under long term gas supply agreements (for both the Western Australian and East Coast markets).
  • Major project disputes – Acting for various clients in relation to complex, high value disputes involving the construction, development and operation of resource projects, infrastructure and commercial property assets. Jeremy's experience includes acting in disputes over the design and construction of LNG Processing plants, chemical plants, mines, mineral processing facilities, pipelines, materials handling plant, railways, civil works, offloading jetties and commercial property developments.
  • Post M&A dispute – Acting for an international client in Federal Court proceedings relating to the acquisition of a nickel mine in Brazil.
  • Offshore drilling rig dispute – Acting for an Japanese energy company in Federal Court proceedings concerning a dispute under an offshore drilling rig contract.
  • Climate change litigation – Advising and acting for a number of resource clients in relation to activist challenges to hydrocarbon projects and developments. Matters involve assisting with various judicial review proceedings.
  • Joint venture disputes – Acting for various resource clients in relation to exploration, development and production operations. Jeremy's experience includes advising on joint venture disputes concerning: sole risk drilling operations, pre-emptive rights and budgeting and expenditure issues. Jeremy has acted for both operator and non-operator entities.
  • Royalty disputes – Acting for various resource sector clients in Supreme Court proceedings concerning disputes under royalty agreements (including disputes related to iron ore and uranium assets).
  • Perth Airport – Acting for Perth Airport in a Federal Court proceedings in relation to commercial leasing dispute. Advising on a number of leasing and operational issues.
  • Security of payment adjudications – extensive experience in preparing and responding to security of payment adjudications. Successfully defended a number of high value (US$100 million) adjudication applications on one resources project. Also experienced in challenging adjudication determinations by judicial review.

 Jeremy has been trained formally in Legal Project Management, most recently attending a full-day LPM workshop delivered by US legal project management expert Susan Raridon Lambreth. Jeremy's LPM expertise drives efficient legal and business outcomes for his clients.
